NOTICE  INVITING  TENDER
No. – 06/2017-18

Date of receiving Sealed Tenders in Letter Heads : from 11/12/17 to 18/12/2017 up to 4:00 PM

Time & Date of opening Tenders : 02:30 PM of 19/12/2017

Sealed tenders are invited in Letter Heads from reputed & experienced LABOUR CONTRACTORS of Bankura for the building construction (Column / Frame Structure) of a Class Room Building on the FIRST & SECOND Floor of Bankura Zilla Saradamani Mahila Mahavidyapith as per the drawing prepared for this purpose. Labour rate to be quoted as par roof area basis including  inside outside finishing and 3'-6" high 10" Th. parapet wall at 3rd floor. Physical condition and drawing can be inspected for viewing at college campus after obtaining necessary permission from the authority.

Bankura Zilla Saradamani Mahila Mahavidyapith authority does not bound himself to accept the lowest tender and can reject any or all tender/ tenders without assigning any reason thereof. Accepted tenderer will be intimated by post.

Payment will be made as per availability of fund in five (5) installments. No claim for delay in payment, if any, will be entertained. Any conditional tender will be treated as INFORMAL. No advance payment will be made. The payment will be made as par the four installments. Other details can be had from the office of the undersigned on any working day between 11:00 AM to 4:00 PM. Tenderer has to submit attested Xerox copies of GST or Pan Card or Income Tax receipt (if any) and Telephone Bill or Electric Bill (if any) along with application. The tenderer having experience of performing similar type of construction work will be appreciated.

The work must be commenced as specified in the Work Order under the supervision of concerned Engineer-in-charge and College Authority. The work must be completed within specified period as noted against the Work Order and no extension of time will be allowed. He, whose tender will be accepted, will be liable execute to more or less quantity as indicated in the estimate for the interest of the work. The proportionate progress of work will be reviewed by the end of each fortnight and if the progress is not upto the satisfaction, penalty as per clause of tender of specification of PWD will be imposed. Every tenderer shall have to deposit the Earnest Money which will be equivalent to Rs.2,000/- in the form of Bank Draft or NSC duly pledged in favour of Bankura Zilla Saradamani Mahila Mahavidyapith along with the rate quotation, failing of which the acceptance of tender will be withdrawn. Income Tax will be deducted from each Bill by the undersigned as per the Income Tax Rule of Govt. of India. Labour Cess at a rate of 1% (one percent) of the bill value will be deducted from each bill. The conditions of this tender notice will be a part of the agreement. 

Special Terms and Conditions of this tender :

  1. Time of completion : 6 Months.
  2. No Price Escalation will be entertained.
  3. No arbitration for the work will be admissible as per Govt. Order No. 3370-(A) Dt. 20.03.1987 (Rules of PWD Roads 1987)
  4. Before submission of tender, the tenderers shall have to acquaint by actual visit to the site as regard prevailing conditions and tenderer submitting tender shall be deemed to have done so.
  5. Contractor has to arrange for Mixture Machine, Vibrator etc. at his won cost.
  6. Labour license is to be obtained from competent authority.
  7. Good quality Sal Wood made strong posts (rolla) to be used. New or good quality wooden planks to be used at shuttering work
  8. It will be contractors’ responsibility to keep the road open to all kind of traffic during the execution of work. No claim whatsoever will be for idle labour, establishment cost of higher and labour charges of tools and plants etc. will be entertained at any circumstances.
  9. The contractor shall pay of charges and fees legally payable for act out of their works and hold the employer free of such cost.
  10. All materials (Rope, Nail, Macha etc.) have to be arranged by contractor)
  11. Contractor has to execute the work on strict supervision of the Engineer-in-Charge and College Authority
  12. Contractor has to abide by the rules and regulations as per PWD from 29911 (i). (ii) as applicable. The rates quoted by the Contractor should be given in figure as well as in words.
  13. No tender will be entertained after the specified date and time or without Draft of Earnest Money.
  14. Decision of Bankura Zilla Saradamani Mahila Mahavidyapith authority will be final and binding on contractor in the case of any dispute.
  15. Any conditional tender will be treated as informal.
  16. Payment will be made as per availability of fund.
  17. The works are time bound project and time of completion of work should be strictly followed.
  18. The tenderer should quote the rate both in figures and words in times of overall percentage above / below / at par with the schedule of rates.
  19. The tenderer are requested to inspect the site condition of works, availability of materials and labours before submission of tender. Necessary variation of drawing and specifications as per site condition may be made as per instruction of Engineer– in-Charge.
  20. Contractor may have to execute more or less quantity as indicated in tender as per description of Engineer-in-Charge. Payment will be made as per actual work done. No extra claim will be entertained for that.
  21. Validity of the offer will remain unchanged for one year from the date of opening of the tender.
